Highlights

Circular No. 219/2025 of the Department of Equipment Manufacturing Industries, General Office of MIIT 

 

To the competent departments of industry and information technology, development and reform commissions, agriculture and rural affairs (agriculture and animal husbandry) departments/bureaus/commissions, commerce departments, and energy authorities of all provinces, autonomous regions, municipalities directly under the central government, and cities with independent planning status:

 

To implement the decisions and arrangements of the Central Committee of the Communist Party of China (CPC) and the State Council on comprehensive rural revitalization and the carbon peaking and carbon neutrality goals, and to accelerate efforts to tackle shortcomings in NEV consumption and usage in rural areas, the Ministry of Industry and Information Technology (MIIT), National Development and Reform Commission (NDRC), Ministry of Agriculture and Rural Affairs (MARA), Ministry of Commerce (MOFCOM), and National Energy Administration (NEA) will take coordinated action. They will jointly organize the 2025 NEV Rural Promotional Campaign to establish a green, low-carbon, intelligent, and safe rural mobility system.

II. Content

The campaign will select rural-adapted, reputable, and robust NEV models for exhibitions, test rides, test drives, and other activities. After-sales maintenance, charging/battery-swapping, and financial service providers (e.g., insurance and credit) will be mobilized to operate in rural areas and work in concert to steadily improve the NEV support system. Vehicle-to-grid (V2G) technology will be further applied in rural areas to enhance local green development. Policies such as reductions or exemptions of vehicle purchase tax and vehicle and vessel tax, trade-in programs, and county-level charging/battery-swapping infrastructure upgrades will be implemented. Automakers will be encouraged to spur NEV consumption in rural areas by offering diverse products and enhanced services.

 

III. Campaign Organization

(I) Special promotional events will be held in selected county-level cities demonstrating significant market potential despite current low NEV penetration rates. On this basis, events will be extended to surrounding townships, tailored to local features. These efforts will be coordinated with pilot programs for upgrading county-level charging/battery-swapping infrastructure and for vehicle-road-cloud integration in intelligent connected vehicles (ICVs), thus channeling high-quality resources into rural areas.

 

(II) Market entities across the NEV industry chain from manufacturing, sales, to finance, charging/battery-swapping, and after-sales  are encouraged to take coordinated action. By leveraging policy tools such as trade-in programs and county-level charging/battery-swapping infrastructure upgrades, integrated promotional packages combining purchase incentives, energy support, and service guarantees will be developed, aiming to establish a sound after-sales service network covering the entire vehicle lifecycle from purchase and usage to maintenance.

 

(III) The campaign will combine online and offline approaches. Offline events will be centered in county-level cities and extended to nearby townships. Online platforms will feature digital scenarios such as virtual exhibitions, live-streamed sales, and online inquiries, enabling a closed service loop spanning online ordering, offline delivery, and after-sales services.

 

(IV) The campaign is entrusted to the China Association of Automobile Manufacturers (CAAM), China Electric Vehicle Charging Infrastructure Promotion Alliance (EVCIPA), and China Center for Information Industry Development (CCID). Local authorities across relevant sectors  including industry and information technology, development and reform, agriculture and rural affairs, commerce, and energy  provide necessary coordination and support.

 

IV. Supporting Measures

To guarantee tangible results, it is a must to have strong organizational leadership and interdepartmental coordination, along with effective policy implementation. The campaign must be carried out in a cost-effective manner, in strict accordance with the central Party leadership’s eight-point decision on conduct and its implementation rules. All activities must comply with local public security regulations, with emergency response plans in place and safety measures strengthened throughout the campaign. Public communication should be emphasized, with increased promotional efforts and public education on NEVs, fostering a favorable environment of public opinion.
