On October 17, Li Lecheng, Secretary of Party Leadership Group and Minister of the Ministry of Industry and Information Technology (MIIT), visited the exhibition of the 2025 World Intelligent Connected Vehicles Conference (WICV 2025). Li toured the booths of automakers to learn about the performance and sales of their new models. He then visited the exhibition areas of CICT Connected and Intelligent Technologies Co., Ltd. (CICTCI), Didi Autonomous Driving, the practice and application of vehicle-road-cloud integration, and Huawei to gain a detailed understanding of the R&D and application of technologies such as intelligent cockpits, automated driving, and connected cloud control system. During the visit, he was briefed on the development of the Beijing High-Level Autonomous Driving Demonstration Zone.

Li fully affirmed the innovative achievements of enterprises in R&D and the development of the demonstration zone. He noted that in recent years, China’s intelligent connected vehicle (ICV) industry has made remarkable progress, establishing a comprehensive industrial system that covers the entire industry chain, with both technological proficiency and deployment scale ranking among the world’s best. The global ICV industry is now at a crucial stage of improving technological maturity and moving toward large-scale development. He encouraged enterprises to strengthen collaboration across the entire industry chain, deepen the integration of artificial intelligence with the automotive industry, and focus on breakthroughs in large models, AI chips, and drive-by-wire chassis technologies to accelerate technological advancements and industrial applications of ICVs. Li also called for coordinated efforts in standard formulation, emphasizing the need to uphold safety and quality as top priorities across all links of the automotive application ecosystem. He urged the comprehensive use of national, industry, and association standards to translate the latest technical achievements into standards at a faster pace. He stressed that enterprises should consciously resist irrational competition and strengthen industry self-discipline, so as to jointly maintain a healthy and orderly market environment.

Li emphasized that the MIIT will thoroughly study and implement General Secretary Xi Jinping’s important instructions and directives on the development of the automotive industry, and fully carry out the decisions and plans of the CPC Central Committee and the State Council. It will pursue high-quality development with high-level security, strengthen interdepartmental collaboration and top-level planning, enhance support for technological innovation, and accelerate the improvement of policies, standards, and regulations to promote the steady and long-term growth of the ICV industry. Efforts will be made to strengthen the overall coordination of the vehicle-road-cloud integration pilot program, define vehicle-road-cloud-network capability levels, and reinforce the formulation and implementation of standards for perception, communication, and interfaces. The goal is to build an infrastructure system of vehicle-road collaboration featuring “unified architecture and harmonized standards”. Li also stressed the importance of openness, cooperation, and mutual benefit. He noted that China will deepen practical cooperation with governments and enterprises worldwide in trade, investment, and technology, working together to tackle development challenges, foster an industry ecosystem, and share the development achievements.
