On October 18, the three-day 2025 World Intelligent Connected Vehicles Conference (WICV 2025) successfully concluded at the Beiren Etrong International Exhibition & Convention Center, Beijing E-Town. The Conference was jointly hosted by the Ministry of Industry and Information Technology (MIIT), the Ministry of Transport, and the People’s Government of Beijing Municipality. It was organized by the Ministry of Industry and Information Technology Equipment Industry Development Center (EIDC), Beijing Municipal Bureau of Economy and Information Technology, Administrative Committee of Beijing Economic-Technological Development Area, China Automotive Technology and Research Center Co., Ltd. (CATARC), China Society of Automotive Engineers (China-SAE), China Association of Automobile Manufacturers (CAAM), China Academy of Information and Communications Technology (CAICT), China Center for Information Industry Development (CCID), and Research Institute of Highway Ministry of Transport (RIOH). With the theme “Pooling Wisdom, Boundless Connectivity”, the Conference brought together global governments, enterprises and industry resources to promote cross-sector collaborative development.
The closing ceremony was attended by Xu Xinchao, Deputy Secretary-General of the People’s Government of Beijing Municipality; Guo Shougang, Deputy Director-General and Level I Bureau Rank Official of Department of Equipment Manufacturing Industries I, MIIT; Su Guobin, Deputy Director-General of Beijing Municipal Bureau of Economy and Information Technology; Kong Lei, Secretary of the Party Working Committee of the Beijing Economic-Technological Development Area; Wang Lei, Director of the Administrative Committee of Beijing Economic-Technological Development Area; Fu Darui, Deputy Director of the Administrative Committee of Beijing Economic-Technological Development Area; Wu Huaqiang, Vice President of Tsinghua University; Li Keqiang, Academician of Chinese Academy of Engineering, Professor at Tsinghua University and Chief Scientist of the National Innovation Center of Intelligent and Connected Vehicles; Qu Guochun, Director-General of EIDC; Liu Fawang, Deputy Director-General of EIDC; Gong Jinfeng, Deputy General Manager of CATARC; Wei Ran, Chief Engineer of CAICT; Wang Yao, Deputy Chief Engineer of CAAM; and Yan Min, Deputy General Manager of Beijing Data Group, among others. The Closing Ceremony was moderated by Jiang Guangzhi, Director-General of Beijing Municipal Bureau of Economy and Information Technology.

Xu Xinchao, Deputy Secretary-General of the People’s Government of Beijing Municipality, delivered closing remarks. He summarized the results of the Conference and noted that the global automotive industry is accelerating toward intelligent and connected transformation. As a key driving force for the transformation and upgrading of China’s automotive industry, Beijing will adopt a more open attitude and take more pragmatic measures to steadily deepen institutional opening up. The city will continue to build an innovation-friendly and scenario-rich industry ecosystem with open policies, promote deep collaboration and integrated innovation across the entire automotive industry chain, so as to contribute Beijing’s strength to the development of the ICV industry in China and around the world.

The Conference released the Top 10 Achievements in Standardization of ICV. A series of landmark achievements have clarified the standardized development path for the industry and established a solid foundation for safety supervision.

The Conference also released a series of key results, including the Network Technology Roadmap for Intelligent Connected Vehicles (2025-2030) and the Research Report on Trusted Data Space of Automotive Industry. These publications systematically summarize the progress of the industry’s development and aim to promote collaborative innovation across the entire industry chain.

The Conference hosted the signing ceremony for the “Signal Onboard 10X10” - The Large Scale Onboard Application Cooperation of Digital Traffic Information Service, marking a step forward toward the new goal of enhancing data quality and supporting mass production and commercialization. The New Paradigm of Autonomous Driving “Data Carpooling” with Crowdsourced Sharing was released, providing a model for data circulation and integration in autonomous driving. In addition, the Unveiling Ceremony for E-Town Research Base of State Key Laboratory of Intelligent Green Vehicle and Mobility was held. Serving China’s strategic national needs in the fields of vehicles and transportation, the Base will focus on capacity-building in three key areas: technology, talent, and industry development. The Domestic and International OEMs’ Collaborative Development and Testing Initiative of Vehicle-Road-Cloud Integration (2026) was launched to promote deep integration of industries, universities, research institutions and end users, accelerating the application of vehicle-road-cloud integration technologies in mass-produced vehicle models.

The three-day Conference featured 17 major events, including 3 plenary meetings, 3 special sessions, 6 thematic forums, and 5 concurrent side events. More than 8,000 representatives from government agencies, enterprises, and research institutions of over 10 countries and regions attended in person, while online views exceeded 21 million. The event was attended by senior officials from the CPC Beijing Municipal Committee and Beijing Municipal Government, the MIIT, and the MOT, as well as international dignitaries. Over 200 leaders and experts from relevant domestic and foreign departments, international industry organizations, and internationally renowned automakers and industry chain enterprises delivered speeches.
Looking into the future, WICV will continue to serve as a vital platform that connects global governments, enterprises, and industry resources and gathers collective wisdom and experience. The aim is to enhance cross-sector, cross-industry, and cross-border cooperation, thereby promoting win-win development of the global ICV industry.
